So I've been thinking over the ban list and while Legandaries will obviously be locked out forever, I think some that are currently banned don't actually deserve to be banned. The current ban list of non-Legends is:
- Horsea - Seadra - Dratini - Dragonair - Dragonite - Kingdra - Larvitar - Pupitar - Tyranitar - Bagon - Shelgon - Salamence - Beldum - Metang - Metagross - Gible - Gabite - Garchomp - Rotom (all forms) - Phione - Axew - Fraxure - Haxorus - Druddigon - Dieno - Zweilous - Hydreigon - Larvesta - Volcarona
Extensive list, there. Now, most I understand, but actually the first two I disagree with.
Horsea and Seadra are Gen I Pokemon in their own right, and aren't particularly good until they become a Kingdra, and only THAT with their item, not via level up. So even if we get to a Seadra, we still need a Dragon Scale, which would be impossibly rare or just outright not provided until all dragons became allowed... that makes sense to me, I'm curious if anyone would agree?
..... and Horsea are darn adorable guys =3

I believe that some should be allowed. But you can't leave it to chance of random generator. It would have to be something extremely random; like a lottery decided by admins. People shouldn't be able to use "favors" to get these Pokemon and they shouldn't be handed out lightly. If it isn't gone about in the right way, then they can all just stay banned.

Ah, I'll clarify; by "Some should be allowed" I moreso meant the entire certain species should be unbanned.
A " ______ number of _____ Pokemon may be allowed" systemmay have merit, but I'm rather sure even when unbanned completely they'd still be obsecenely rare, or alternatively, made complete and utter *censored* to attempt to catch, most being quite high-powered and all.
Horsea and Seadra though, in my view, fall under regular Pokemon, and just limiting the Dragon Scale availability until such time other Dragons are allowed seems, to me, to solve any issue Horsea and Seadra create.

I honestly don't think any of them should be banned. Rare? Definitely. But not banned outright. The Legendaries, I understand. They're legendary. But just because something is considered rare and/or powerful in the actual games doesn't mean that no one should be allowed to get one at all. Also, I agree with what Tyler said regarding Horsea and Seadra.
I'm thinking that they should be able to appear in the wild, but only one of each species' basic forms will appear...say...per month? Whether or not it gets caught, that Pokemon won't appear again. And we can keep track of it in a thread in the Admin Board. Like, say I roll a Beldum. I'll make note of this in the board. Then, if anyone else rolls one, they'll check the board and see that I've already made appear, thus they roll for something else. Then, on the first day of each month, we get a clean slate. Beldum will become eligible for capture again. An alternative method would be a die roll. Again, let's say I roll a Beldum. I roll a...let's say 20-sided die. If it lands on 1 or 2, then I let it appear. If not, I roll something else.
And, of course, evolved rare Pokemon shouldn't be capturable, just for the sake of fairness/avoiding unnecessary whining and bitching. I also agree with Eros saying that they shouldn't be given out as favor Pokemon
Anyways...lemme know what you guys think

i agree with ty about the horsea and seadra i also like the idea about having them appear one a month. but in my mind they are pokemon and they should all be allowed but only strong trainers would be allowed to get them in a pokeball. Like you have to be a silver rank or up but even silver ranks would have a hard time with them. but that's just me i know no one is going to care about what i say but. pokemon are pokemon you should be allowed to catch them other then legendary pokemon of course but you guys get my point.

Horsea becoming available is okay by me. My comments before were more geared toward all of the other Pokemon on the list.
Addy's idea looks good. Trial period?
